Responsibilities

Working as a strategic partner to the Project Director on very-high-value mega-projects, the Senior Project Controls Manager (SPCM) provides expert leadership and strategic management of the integrated Project Controls function. This role is accountable for the integrity and defense of the Performance Measurement Baseline (PMB) across multiple complex work packages, ensuring project control systems serve as predictive instruments for successful delivery. The SPCM leads the strategy for complex Extension of Time (EoT) claims, provides expert internal and external stakeholder diplomacy, and drives the continuous improvement of project-level control standards and risk governance to safeguard the company's financial and contractual position.

• Strategic Project Risk Oversight: Oversee the project-level risk function to ensure identification and mitigation activities are strictly aligned with the Project Business Plan. Ensure mitigation strategies are embedded in the construction sequence to safeguard the PMB and business performance
• High-Fidelity Financial Control: Direct the production of executive-level cost reports and quarterly Estimate At Completion (EAC) updates. Own the integrity of the Value of Work Done (VOWD/CWIP) measurements and ensure actionable insights are provided to senior management for high-stakes financial decision-making.

Qualifications

• Bachelor's degree, in Engineering, Construction Management, or a related field. (Master's preferred)
• Overall Project Controls Experience: 27-30 years of overall experience in Project Controls roles.
• Specific Leadership Experience: Minimum 15 years of dedicated experience as a Project Controls Manager (PCM) leading integrated teams (Planning, Cost, and Risk).
• Contractor-Specific Experience: Minimum 12 years working directly for a Main Contractor in an EPC or EPCM environment on high-value infrastructure, buildings or hospitality projects.
• Large-Scale Project Track Record: Proven experience leading project controls on at least two projects with a contract value exceeding SAR 4 billion.
